Quality Assurance Specialist II

JOB PURPOSE:
This position ensures applicable Company departments are in compliance with pipeline safety regulations associated with 49 CFR Parts 191-195 and associated portions of the Indiana, Ohio, and Kentucky administrative codes. This position also ensures adherence to company’s standards and procedures as set out in, but not limited to: Natural Gas O&M Plan, Natural Gas Emergency Response Plan, Propane Facilities Standards, Welding Procedures, Plastic Joining, Mark-out Policy, Integrity Management, Quality Assurance Plan, and any other standards and procedures which may be developed. This position acts as an active liaison between Company and representatives of the federal and state pipeline safety enforcing agencies.
MAIN ACCOUNTABILITIES:
Quality Assurance:
Implements the company quality assurance program for assigned areas/departments. Conducts internal assessments and prepares responsible parties for compliance record, field operation Operator Qualification (OQ), integrity management, and other audits performed by applicable state and federal enforcement agencies. Assessments and pre-audits include operating centers, storage fields, LP plants, Gas Control and other areas as necessary. Develops tools and procedures to assist field personnel in performing, monitoring, and reporting compliance activities, including forms and databases. Develops and coordinates tabletop and field mock exercises confirming adherence to policies, procedures, and regulations. Improvement points should be identified and associated plan developed.
Compliance:
Represents Company and actively interfaces with regulatory representatives during record, field operation, OQ, integrity management, and other audits. Provides leadership and guidance to Company personnel involved in governmental inspections and audits. Reports audit and inspection results to appropriate internal audiences and issues resolution identified during audits or inspections. Identifies, develops, and conveys compliance training opportunities, including alerts and reminders to eliminate non-compliance issues. Develops and modifies policies and procedures to enhance and further pipeline safety and public awareness and safety.
Incident Investigation and Reporting:
Responsible for information management associated with natural gas incidents, including information gathering, reporting, and resolution. Represents the company at incident scenes and liaisons with external investigating parties.
Qualifications Education and Certifications
Required:
Bachelor’s degree with technical, business, or public relations emphasis or equivalent experience
Preferred:
Bachelor’s degree with technical, business, or public relations emphasis.
Experience Required:
2 – 4 years of utility field experience with at least two years regulatory or compliance experience.
Preferred:
4 – 6 years of utility field experience with at least three years regulatory or compliance experience.
Functional/Technical Competency Requirements Required:
Excellent oral and written communication abilities. Teambuilding skills, Problem solving skills, Solid analytical and reasoning skills.
Preferred:
Knowledge of pipeline safety regulations. Experience in utility industry. Knowledge of audit procedures. Project management experience.
